Just be nice to them, give them present-preferably wrapped. I give my villagers assessed fossils that Blathers wont accept if you already have them in your museum (or else the villager you are giving them to wont accept the gift). Give it time too! It took me a couple of weeks at least to see results!

Im not sure if its something a lot of people know but fossils are one of the best gifts you can give. Not only its high in value, which increases your friendship with a villager when you give it as a present but its something they can deffo keep for themselves- they won't use it to decorate their house or anything so you are not going to trash their homes/make them look messy or whatever haha
