Hmm, that's a tricky one. There are differences in e.g. gender roles (how society sees people) and there might be a difference in socialization (how people were brought up). Also, some transgender people are non-binary, and some consider themselves a different gender from the masculine one and the feminine one. So he's not wrong in some aspects (but I don't know the context, the context might point out whether he's wrong or not.)

He was listing genders and had transgender people separately, so the context was pretty clear which is why people are upset with him

As said, I don't know the exact context. If the question is strictly about gender identity, then he's probably wrong. But there are other aspects of gender besides gender identity.
