Flat justice aside, as a character Tornado is pretty unlikable.

Also her hair is weird.

Though she at least has special powers. Almost all of the S-Class heroes fall into one of two categories:

-Basic superhuman physical attributes
-Powerful technology

Pretty much the only exceptions with halfway interesting powers are Tornado, Zombieman and Pig God.

You could argue zombieman is technology as well, wasn't he made by the house of evolution?
