Carlin's character won't be used, so no recasting.
The Grim Reaper is apparently also not part of the plot, but they supposedly were going to find a new role for the guy who played him.

It's a "real" thing as much as any movie that's been "in development" for like 8 years is.
Basically once or twice a year someone asks Reeves or Winter in an interview if it's still happening and they always say yes.
