There is a background story to it.

The mayor of Tokyo is very active in promoting social distancing and at some point when a journalist went too close to her she moved back to keep the social distance. She said "mitsu desu". And it became a meme in Japan. They used her voice in the Japanese version of the game.

That guy is Shinzo Abe.

It's the character from Abe's Oddysee, Abe's Exodus etc.

And Abenomics. It's an economy simulator. But it wasn't very successful.
