I wonder what the budget for Maximum Carnage was, 'cause they probably paid a decent penny for Green Jelly to do the music. Google failed me on it, but I also didn't look very hard.

It's hard to say. Acclaim dropped the GJ license for the sequel so clearly it was expensive enough. But then Acclaim were cheapasses. But they did have some big licenses like Disney (and you know, Marvel). But Disney and Marvel licenses were definitely easier to obtain for video games back then and got shipped around to a hundred different devs.
Still with the dual licensing it was probably one of the most expensive games they developed during their lifespan.
All it really needed to be considered more of a genre classic than a cult pick was 2P, beat 'em ups only being 1P is always a disappointment.
