Would it be possible to make a Spawn cosplay full head mask?

I wondered if it'd be possible to create a mask like the attached pic? I did have one with the costume I wore at the Sheffield AL event yesterday but I appear to have lost it, and my Googling tells me there's replacements available on eBay but the sellers are American or Chinese where they hike the postage, and would probably get stung for International customs.
Can anyone help? As mentioned I've used Google, and Spawn is an American character.
