Effectively creates . It's an inline element that can be on the same line as text.

What I'm saying is that it doesn't matter what makes sense, just no allowances were made to ignore it in a marquee, and no allowance was made for the more complex structures to be allowed in a marquee.

Sense is of no consequence here.
