I'll admit that I never played II.
III was pretty much unmemorable in general.
I'd rank IV's characters in this order (based on combo of canonical character and in-game worth):
Edward < Edge < Porom < Palom < Cid < Fusoya < Tellah < Rosa < Yang < Rydia < Kain < Cecil
V is in this order:
Lenna < Krile < Butz < Galuf < Faris
VI is in this order:
Strago < Relm < Edgar < Gau < Cyan < Locke < Shadow < Setzer < Terra < Celes
VII:
Cait Sith < Aerith < Tifa < Yuffie < Cloud < Barret < Vincent < Nanaki < Cid
VIII was a stunningly dull cast:
Quistis < Squll < Irvine < Rinoa < Zell < Selphie
(Alternate cast was better, but not much: Ward < Kiros < Laguna)
IX:
Amarant < Quina < Eiko < Adelbert < Freya < Zidane < Garnet < Vivi
X:
Tidus < Wakka < Lulu < Yuna < Rikku < Kimahri < Auron
XII had some gems and some shitty characters:
Penelo < Vaan < Ashe < Fran < Basch < Balthier
XIII was overall a pretty big letdown also:
Hope < Vanille < Lightning < Snow < Fang < Sazh
And I haven't played XV yet.

As far as the final overall ranking, I'd do...

Also you forgot Mog, Umaro and most significantly Edward for VI.

Plus you fell into the common pitfall of not noticing that Locke is just a creep and Shadow isn't a character.

I do like that you put Celes at #1 for VI, that's what's most important.

I did forget Mog and Umaro. I had Edward where he belonged.

And on FFVI, I didn't care much for Locke and Shadow just jacked your gear, but he was better than Locke.
