I do believe dogs are smarter than cats are. There are some fairly intelligent cats though, but for the most part they are in general fairly stupid.
I had the opportunity to observe several living together too: 3 dogs & 3 cats use to live at my house all at the same time. The dogs learned to eventually leave the cats alone even when they kept trying to pick fights with them.

The cats just wouldn't stop trying to get on the dogs bad side. They were big dogs too, I think that's fairly stupid behavior to continue to try to pick a fight with someone far bigger than you with more deadly weapons that's doing their best to leave you alone.

It's not like the cats don't understand this either because if the dog does try to fight back which they did to begin with the cats would bolt and hide. So they knew they couldn't win and yet they still tried picking fights with them.
