Are "hate" crimes REAL crimes?

According to various discussions on X (fka Twitter) last week, the Police don't seem to think so.
Despite a marked rise in "hate crime" against the disabled community in particular.
Thoughts?

Because according to the Police, they don't qualify as crimes according to a post on X (fka Twitter) last week.
