Why don't clothes shops cater for people who have shorter legs?

I ordered a pair of trousers from Marks' yesterday, which I'll collect later, I tried them on after exchanging a pair I bought last week where the legs were too long at 33 inches, and the waistline was too small at 36 inches.
I've managed to order a 38 inch waistline and 29 inch leg length, and having tried them on before I bought them, even the 29 inch legs are a bit long! I can't help being small for my age!
Does anyone else have this problem?
