Definitely looks like a horror anime. I read about the Shek Kip Mei Estate, built in the 50's after a fire ripped through the refugee huts there, so they build these H-shaped buildings to house the refugees. While the 10'x10' were meant to be occupied by one adult or two children, because of the lack of housing, whole families were crammed in. Lots of stories in any housing complex.
