My first idea is the following:
1. She's able to hack human minds by some kind of a natural ability.
2. A group of powerful people learned about it.
3. They realized that in a world which allows suicide, by using her (or her skills which they might've researched and replicated already), they would be able to kill anyone without any consequences, which would give them enormous power over their political opponents. They would just all commit suicide.

My second idea (less probable) is that she inspired and controls the whole thing.

Very few areas in US politics can move as quickly as Hartford did. I'm pretty sure in most cases Mayor's can't just up and make laws. Of course, the president has an area that can do that to some degree, so maybe mayors do too.

I like this president though. Why can't we have a president like that for real.

I hope we get to see Zen meeting up with the US storyline this episode.
