Both Tetsuo and Akira before him were basically walking psychic WMDs.
Macross also meets your guidelines.

You've made some interesting points, so let me answer them.
1. Yes, there is a military organisation. (a borderline case) An army with its structure is not shown. It's only mentioned. Almost no characters have a military rank. The chain of command is not shown.
2. The main characters are not soldiers. The life of a soldier is not shown. Organised groups of soldiers are rarely shown and their structure is not explained. The show focuses on gangs and politicians instead of groups of soldiers. You are right, some of the soldiers die and yes, soldiers do not have any superpowers.
3. Yes, politics is shown in the anime but it is not related to war etc. Yes, the resistance movement points in the direction of the military anime, but it is marginal in Akira.
4. What you've described are not military tactics or strategies, which focus on managing deployment, movement and a supply chain of big military units (e.g. squadrons etc.), but police tactics and disaster prevention tactics.
5. What happens in the city is a riot and not an armed uprising run by the resistance movement. No armies are fighting. Yes, some big weapons are used (e.g. helicopters, SOL), but they're used by one side only. Classifying people as WMDs is arguable and these people are not used by any army as weapons.
So although this show has some elements of a military anime, most of it is unrelated, so it's not a military anime
I have edited the previous post to make it clear that Akira contains elements of a military anime (but it's not one).
Yeah, the original Macross seems to meet the guidelines. That's why I classified it as a military anime. :-)

[mention=6444]Momogari[/mention] I think every Macross is different. Certainly, the franchise as a whole is not a military franchise, but parts of it might be. I think there are also purely idol parts of this franchise, he he. Unfortunately (or fortunately) I do not know this franchise well enough to discuss it any further.

If you look at 347 area code, you will also discover many complaints of this kind. So you are not alone here. It is a typical and a quite common problem. But I think there are ways to overcome it. Ask friends locally or ask here on the forum. Every issue has a solution, you just need to look for it. You may also try contacting your internet provider directly. Possibly, they will offer you some alternatives.
