Well, according to post #1 of this thread, 50,000 AP means you can claim the VIP rank bar, and of course the Elite rank can be claimed for 20,000 AP.

At this point I have 50,148 AP. Are there any other requirements?

Rank bars are being pushed via the Member Survivor event, so maybe some revision of "the set up" is needed.
