no, phantom doesn't count towards ties, Ties are broken using a Host's-preference breaker, be it coin flip, random.org or another method. Phantoms are just warnings prior to being 'killed by inactivity'

If there's a tie between two people and one of them has a phantom, that will decide who's killed rather than a coin. If neither or both have a phantom, it's random.org.
